Agreement on Movement and Access (AMA)
On 15 November 2005, the Government of Israel and the Palestinian Authority concluded an Agreement on Movement and Access which, inter alia, indicated the role of the EU as a third party regarding operations at Rafah Crossing Point (RCP). The first of the six points of the AMA refers to the RCP. It is worth noticing that it is the only point of the AMA which has been implemented so far.
Agreed Principles for Rafah Crossing (APRC)
The Agreed Principles for Rafah Crossing is the basic document dealing with the security, customs and third party implementation procedures. The use of RCP is to the benefit of Palestinian ID holders and other agreed exceptional categories (diplomats, humanitarian cases, foreign investors, and foreign representatives of recognized international organizations). RCP will also be used for export of goods to Egypt and as soon as PA capacity to inspect cars according to criteria set out by EUBAM Rafah is achieved, cars will be allowed to pass through RCP. Import of goods will be possible through Kerem Shalom Crossing point, where Palestinian custom officials will clear incoming cargo under the supervision of Israeli customs officers.
Agreed Arrangement on the EUBAM at the RCP on the Gaza Egypt Border
The Agreed Arrangement on the EUBAM at the RCP on the Gaza Egypt Border further defines the EUBAM role. It also states Mission objectives, tasks, operational arrangements and duration.
Protocol on Security Implementation Procedures and Protocol on Customs Arrangements
The Security protocol defines the tasks and mandate of the Liaison Office led by EUBAM Rafah, where confidence building measures are implemented between the parties under EU neutral role. The Customs Protocol details the customs arrangements and procedures applicable at the Rafah and Kerem Shalom crossing points. These two Protocols have not been signed yet.
