Understanding the Concept and Function of a Modern Command and Control Center

For the duration of three days, eight representatives from the General Administration for Borders and Crossings (GABC) visited the National Center for coordination of Border Crossing Points (CEFRONT) and the Command and Control Center in Adolfo Suarez Madrid-Barajas Airport.

This visit came as part of a comprehensive plan aimed at building the capacities of the border organizations working under the umbrella of GABC for a better protection of the State's borders.

The participants visited the command and control center at Madrid Barajas Airport and learnt about the advanced border security methods that help identify and combat border-related threats, including but not limited to crimes and illegal migration using modern systems and technologies. The visiting delegation learnt how based on live and recorded feeds, situations are assessed and actions are taken.

Together with the Palestinian delegation was Mr. Florin Bulgariu, EUBAM Rafah's Integrated Border Management (IBM) Expert who worked closely with the concerned Spanish Authorities and the Palestinian Mission in Madrid to make the most out of this visit.

Following the visit which lasted from 5 to 7 November 2019, Mr. Bulgariu commented "This was a great opportunity for the visiting Palestinian team to observe and learn how modern technologies make it easier for border organizations to strengthen border security. The participants saw operators from different disciplines come together but each functioning at his level and in his area of expertise. With highly specialized training and Mission support, this approach -if applied- will make it possible for GABC to watch multiple feeds at the same time and control the different crossings."
